There’s no national fractional-COO adoption rate in here, because no authoritative one exists. The rate ranges are given as the span across five published guides rather than blended into one flattering number, and where a range rests on a thin sample, the page says so. Where a source publishes a figure that cuts against the argument, that figure is named too.
What it does not do
